Paul McGowan

Chairperson, Commission for Energy Regulation

Paul McGowan has been a member of the Commission for Energy Regulation (CER) since 2013 and was appointed Chair in February 2017. His lead responsibilities within CER include water regulation and energy safety. He is also a member of CER’s Audit Committee. Previous roles within CER include Director of Energy Safety, Director of All Island Energy Markets (with responsibility for delivery of the Single Electricity Market), Head of Gas (with responsibility for the establishment of the gas regulatory function) and Senior Analyst (in Gas Regulation and in Electricity Markets). Paul also previously worked in the offshore oil and gas (Business Analyst), education (research/teaching) and construction sectors (Quantity Surveyor). Paul is a Chartered Surveyor by profession with a PhD in the field of Construction/Engineering Management.
